Found on the Old Fulton Postcards website (https://www.fultonhistory.com) is the following article about a new doctor in Niagara Falls. This article was published within the Niagara Falls Gazette on Wednesday, August 16th, 1854.1

Dr. Wm. B. Rice

Having permanently located at Niagara Falls, tender his professional services as a Homeopathic Physician and Surgeon to the residents of the village of Niagara Falls and neighboring country. Dr. R. also would remind the public that he has had an experience of five years in the practice of medicine, the last two years of which in the vicinity of Boston, Mass., where a favorable opportunity was afforded for a thorough study of medicine.

N. B. Particular attention will be given to diseases of the eyes and chronic diseases generally. Office in Porter’s Wooden Block on Falls street, Office hours specially from 8 to 9 A. M. from 1 to 2 P.M.

A search on the FamilySearch Family Tree brought up a Dr. William B. Rice: https://www.familysearch.org/tree/person/details/9CHV-VVK. This does appear to be the same person from the newspaper article as in the 1860 census, that was attached to his profile, it shows him living in the Town of Niagara working as a Homeopathic Physician with a child that was born in Massachusettes (that would line up with the news article saying that he spent time in Boston).2
